When I hear the conversation about this year's performance appraisal between 2 colleagues Paul and Margaret, I have the following views as a HR Manager.

With regard to Margaret’s view, I think that the source of this freeze the salary message is not credible because our human resources department has not yet received such rumors. Human resource management is the management of an organization’s workforce. Our duties include selection, training, assessment and rewarding of employees. Rewarding of employees also includes salary increases, pay cuts and wage freezes. If there are any changes in pay, our human resources department issued an internal circular to inform all the staff about salary adjustment. Thus, we would not non-inform employees to freeze their salary.

Moreover, our Human Resources Department prior to communicate with company unions on salary matters. Decision of company whether raise or freeze the salary under the situation, from reference to labor market conditions and the business environment.

From a positive's view: The data indicate that company’s employee approximately 2-3% pay increase last year, the year before last salary freeze. So the company at the end of this year, depending on the annual performance of the company as well as day-to-day performance of the employee and discretion may be exercised to give out year-end bonus; the bonus will be given before the Lunar New Year.

From a negative's view: If company adopt freeze the salary, they are also forced. The possibility of the reason includes facing the economy of recession. The employee sometimes must understand the company's difficulties and necessary to accept pay freezes or cuts.
