Explain how the various HR programs developed in these functional areas support employees AND the organization’s strategic objectives.

- The HR department at the City of Brantford has a HR Manager and three HR Business Partners, the business partners divide the City’s departments and provide the necessary support.

- The HR Manager started off speaking about conflict resolution and providing guidance regarding HR related topics (i.e.: workplace accommodation, harassment, legal rights etc.) as a whole to the corporation. The HR Manager and Business Partners provide support for all employees and management with any HR related issues.

- When a position needs to be filled a department manager will come to their HR Business Partner. The first step involves reviewing the job description and specifications – the HR business partner and hiring manager will update the description and specification when required – working together to complete this task. The HR business partner will then complete all of the recruitment required for the position, posting on the necessary job boards, researching and head hunting for specialized and executive positions. After the recruitment process has been completed and applicants have applied the HR business partner and hiring manger will work together filtering the applications. After the applicants have been selected for interview the HR business partner will complete all of the contacting and scheduling of interviews. The HR business partner and hiring manager will complete the interviews and work together to decide who the successful candidate will be for the position. The HR business partner will then conduct all of the work related to offering the job, compensation negotiations and starting date.

- This is the process when a position needs to be created or eliminated from a department: The HR business partners meet annually with department Directors to forecast the elimination or creation of new positions. If a position is going to be eliminated the HR business partners ensure all notifications are sent to the employees and the severance package meets all requirements. The HR business partner and direct supervisor will conduct the meeting notifying the employee of position termination. If a position is being created the HR business partner will conduct the necessary research with individuals within the corporation and outside resources to determine job description, specifications and compensation.
