1. INTRODUCTION

Vippy Transport, a transport services company, would like to set up two minibus services in two zones of New South Wales (NSW) as follows:

  • One minibus service in Zone 1 (Greater Metropolitan Sydney and Sydney Surrounds regions treated as one zone), and
  • One minibus service in Zone 2 (Northern region).

They will offer services for activities, such as women shopping trips, elderly people outings, school excursions, and group social events.

According to Wikipedia (2015) and the Local Government of NSW (LGNSW) (2015), there were 56 Local Government Areas (LGAs) under specified regions above as of August 2015; 38 LGAs in Greater Metropolitan Sydney region, 5 LGAs in Sydney Surround region, and 13 LGAs in Northern region. Only three LGAs from each zone would be considered as prospective areas. Further, one LGA from each zone that fulfill most criteria would be selected to set up the minibus service.
