The government does much to make information accessible, but perhaps a type of solution could be if they made information more cross culturally appropriate. To understand that in the United States many children whom are eligible for health insurance have parents/caretakers whom do not have the education, knowledge, and sometimes even have language barriers that can prevent them from enrolling the eligibles. Another suggestion to a solution could be if the government did a type of census with diversity in mind, and try to contact via mail for more detailed information. Detailing appropriately could also alleviate many misconceptions of quality of care.

For those who also have low income and children, yet are not eligible for government health insurance, this is where private sectors can get involved. Many different solutions could be positive, one being incentives. Offering lower premiums to those who are not just healthy for preventitive care, check ups, emergencies, and minor needs, but those with diseases and chronical illness. The incentives could be for the healthy lower cost for maintaining heatly lifestyle, and continue preventive measures. To those with diseases and chronical illness, the overall health care uses could be evaluated. Incentives of lower premiums to those who need the care, but do not owe outrageous cost to emergency rooms and hospitals (some could and may be necessary, but abuse is not grounds for incentives, or even consideration of coverage). For those who are chronically ill and have no insurance, it is illegal to deny any treatment or care, and not for only emergency rooms, but the unisured chronically ill, or the individual with an infectious disease legally can not be released from a hospital if treatment is not completed.
