As a Contracting Officer’s Representative (COR) for any Project Management support contract, one must have the understanding of project management, contract management and a thorough familiarity of the acquisition process. A Contracting Officer (KO) must designate a Contracting Officers Representative in writing and the COR must have completed the mandatory certification training and accept the nomination to be designated. Who can be a COR? The selection of the right COR is essential, as the COR is a steward of the government, having the ability to conserve finances through proper administration and monitoring of a contract. The adverse effect could result in loss of tax payer’s money. According to the Department of Army (n.d.), “Actually, it is highly recommended that the COR actually be involved in the acquisition process, assisting in the development of the technical requirements. This ensures that the COR is extremely familiar with the requirements of the contract” (p. 1). Having knowledge of the multiple program management support contracts, the Contracting Officer designates me as the COR for a contract awarded to Easy Corporation.

The overall budget for this fiscal year has been reduced by 25%; hence, it is essential that I ensure no unnecessary funds are dispersed on unnecessary expenses on this contract. Having worked this acquisition from the requirements phase, I am thoroughly knowledgeable on the need of this contract. I have observed multiple trends emerging with Easy Corp in their first year of our contract. Easy Corp’s management reports are habitually late and incomplete, their program manager is rarely seen by Easy Corp employees or me, and billing is often delayed and contains errors.
