There are numerous Department of Defense, Department of the Army, and federal directives that require agencies, including Guard components, to accredit their networks and create viable Continuity of Operations Plans (COOP). Accreditations and contingency planning has always been a fundamental element of military operations during time of conflict, and has been a priority of peacetime operations for years. For my final research paper I will explain the project management process in establishing the Hawaii Army National Guards’ Accreditation and COOP planning.

Accreditation and COOP planning for the Hawaii Army National Guard (HIARNG) begins with the scope of the project in identifying the organization’s Mission Essential Functions (MEFs), and an evaluation of the needs of the users charged with supporting and executing these functions. Once identified, these MEFs will generate specific requirements for facilities, equipment, documentation, data, etc.

The scope of this project will define in detail the needs for the HIARNG to establish an accreditation and robust COOP that provides for emergency operating facilities in the event a disaster or national security emergency should occur. The outline of this project identifies the planning process to help understand the importance of having an accreditation and COOP concept to sustain emergency operations.

The background of this project is that the HIARNG does not have in place an effective tested plan that will sustain communications during a state of emergency. There are certain critical factors or risk management assessments that must be in place in order to ensure the success of the project.
