Corruption is not something new, but was and is still continue to be challenge in most of the countries nowadays. There are two power forces, which keep fueling the fire of corruption: greed and selfishness. A major definition of corruption is dishonest behavior of those people who has a bigger position of power such as senior government officers and supervisors working in big companies (Oxford University Press, 2013). Furthermore, corruption can defined as misapply of the public office for his or her own advantage or for the purpose of any other unlawful benefits by a public servant. In short, corruption is the abuse of entrusted power for private benefits. Corruption includes accepting or giving inappropriate gifts or bribes, under table transactions, diverting funds, double dealing, manipulating elections and defrauding investor (Oxford University Press, 2013). Corruption is a serious issue, which able cause damaging to a country as the decisions are not taken for the public, but, only to serve private gain.

According to the Corruption Perception Index (CPI) 2012, Malaysia scored 54th place. The Corruption Perception Index was invented by Transparency International in 1995. It is a ranking of almost 200 countries according to the extent to which corruption is believed to exist (Transparency International, 2012). The CPI ranks countries using a scale of 0 -100 to indicate the countries score, where the highest score the country has means it has low level of corruption. However, if the country has the lowest score means it has a high level of corruption. According to the full table and ranking in Transparency International (2012), Malaysia has score 54th places, which mean it has a moderately high level of corruption. The result indicated, which Malaysia has a moderately high level of corruption was because of corruption has been part and parcel of Malaysia citizens’ culture (Archives 2013). Most of the Malaysian citizen especially Chinese citizens think corruption as a main “ingredient” to get business going, while government officers consider corruption as “income”.

In Malaysia, there are three places where corruption often exists. First, Land and Survey Sarawak, a Malaysia government whose jobs is to examine, report, keep records of lands as well as plan the development of land. However, currently there have been several cases in the court which are based on land dispute. For example, a contractor rewards a gift in the form of an expensive watch to a public servant for awarding a constructions project to the company which belonging to the contractor. Why is it so? This is because the flaws in the department of Land and Survey. A government official, who is member in a government body, should not abuse his position and power in the tender selection process for his own pecuniary advantage.
