Ethnic Minority

Although government had launched different policies to tackle the problems of ethnic minority, they are still facing a hard situation in fact. In the following part, the deficit of government policies will divide into two main parts; employment and education.

In the employment part, there are two problems in this part; racial discrimination and language problem.

For the racial discrimination, the problem of racial discrimination still exit after the launch of the Code of Practice on Employment under the Race Discrimination Ordinance. In figure 1, the percentage of Chinese ranted it acceptable for offering a job to a candidate of various ethnic groups who fulfill the employment requirements when taking the role as an employer by ethnic group of Caucasian and Asian are higher than the percentage of African or Pakistani. The statics shows that most of employers tend to choose Caucasian and Asian rather African or Pakistani. So this shows that there is still a racial discrimination. After the launch of the Code of Practice on Employment under the Race Discrimination Ordinance, Caritas Hong Kong have survey among different groups of ethnic group , nearly 40 percent of respondents never hear about the code, 30 percent of ethnic group are not sure or do not understand the content. This shows that the promotion of code is not enough.

For the language problem on employment, although most of government official website have English version for the ethnic groups, but there are still some deficit. For example the Labor Department, the incompletely translation of the website make the ethnic groups difficult to read. Also most of job advertisements of low technology such as security staff are written in Chinese, this make ethnic minority more difficult to seek job.

In the education part, government provides designated school to ethnic minorities students in order to fit the level
