Referral and Identification Process of Children with Special Needs in California County

  1. Responsibility and documents in pre-referral activities

The pre-referral stage entails differentiated activities that depend on the case being addressed. This stage is guided by the predicament experienced in the study case. The aims of pre-referral stage are to extensively elaborate and document the student’s problems, assess the ability of the subject responding to instructions, assess the impact of the classroom setting and monitoring the progress at hand (Smith, 2006).

Moreover, the pre-referral stage is influential in employment of screening before the identification point. This stage ideally involves the concerned teacher caring out the assessment and evaluating the child in an attempt to put into consideration whether the difficulties can be handled in the current school setting. In this case the teacher consults the parents and specialists in intervening as to the cause of the child`s behavior. In the process, various validated teaching strategies are considered to detect if the ways of methods are fault. In situations where the child shows no effort of improvement, the teacher collects all prepared documentation and the case proceeds to special education (Lerner, 1998).

  1. Administration of assessments and report writing for initial identification as a child with special needs

Administering assessments is part of the procedures in the identification process. It involves determination of the availability of a fault in the abilities of the child under investigation. This stage evaluates extensively the need for special education and types of intervention needed in the case. Administration of assessments in identification is made by a team of experts in all areas of concern led by a Physician. Each professional provides his view and recommendations in the case so as to broaden the case and decide the best fate for the child. In different circumstances evaluation can incorporate the urgency for transition. The required information used in the analysis comes from the child`s immediate family members. The physician presents the data collected on the child which informs the professionals concerning the child`s abilities. The information involves a history on medical, social state of interaction, adaptive abilities and educational progress. Evaluations in this study will include a series of analysis assessments and procedures. Further information on the subject`s main activities involving the home environment, school structure, leisure activities and relationships are collected from the family.  Formal intelligence tests, academic excellence and acuity are part of the tests that help determine the education level of the individual. The individual`s learning criteria helps determine effective accommodations that support the child`s successful interaction with the education methods used (Lerner, 1998).
