As for Question 1, when dial setting is set higher, heat produced by electric wires will increased thus, increased the energy stored under blanket. Then, temperature under blanket will increased

While when temperature under blanket increased/getting hotter, heat loss will reduced as heat loss is higher when the temperature falls or during its cooling stage. Then, when heat loss is less, energy stored under blanket will be higher as the current temperature under blanket is high. Room temperature will determine the rate of heat loss in BTU as it both will react upon the changes in order to obtain the desired optimum temperature of the blanket. Heat loss will change accordingly as to balance the temperature under blanket.

When desired temperature is high while the observed is low, the temperature ratio will be high. Then, dial will be set higher. Heat produced by electric wire will then increase and energy stored will also be increased. At the end, the temperature of the blanket will increase.  And as the temperature of blanket increase, heat loss will be reduced and increased the temperature of the blanket and room temperature will have an effect on heat loss in which will stabilize the temperature of the blanket as per desired.

While waiting for the blanket to heat up, there is a temporal delay when the temperature is being observed. Continuing the process, when one feels that it is a little too hot from the adjustment made, the person will want to reduce the observable temperature by lowering the dial setting. Then, the heat produced by electric wires in BTU will reduce and energy stored become lesser thus, reduced the temperature under blanket. This will then reduce the temperature ratio.

Person A and B will have a different and independent loop. One will not affect from the other if any changes made. If both want to have a higher desired temperature, the same loop as being explained in Question 2 will occur for both blanket. If person B decided to have a much lower desired temperature different from person A, it will change only person B loop without affecting person A loop.
