With consideration about sharp rising of population of the world in previous century, new businesses have created according to different needs of population. In fact these businesses emerged base on different demographical shifts and demands. So children play a significant role among this range of population. Consequently toy industry created and day by day developed to supply the need of children in terms of entertaining concept.

In this business area, Mattel Company is still market dominance through toy industry. The company founded in “1944” by “Elliot and Ruth Handler”. Mattel was pacemaker in different criteria for producing and inventing several standards in toy industry. The operational rules and legislations of Mattel became to guidelines of successful performance for many toy manufacturers even outside of America. (Teagardeu.M, 2008)

Mattel started to do offshore to China since “20 years ago”, and succeed to establish acceptable relation with suppliers. But suddenly in 2007 the company faced to serious problem. Huge number of toys that produced in china was painted by raw material that infected to much higher than US standard of Lead amount. So this trouble could transform to disaster for the mentioned company. The reason of this happening and recommendation and additionally the operational practices of Mattel will be evaluated in this writing (Teagardeu.M, 2008).
