Decision-making and use of teams and groups (UTG) are two important means to operate and manage an organization. Many scholars and managers have focused on them for many years and write numerous literatures about them. In an organization, a critical decision-making could determine an organization’s future; in an organization which has many projects, teams and groups are frequently used and they are very crucial to its development. This case study will explore what are the important factors that impact decision-making and UTG and how do these factors affect the decision-making and UTG by selecting an organization called Beijing Tianheng real estate development company (T company), it is very helpful to understand how useful the decision-making and UTG to be in an organization. The first part of the article introduces the basic situation of T company; this will be followed by analysis of cultural factor and organization attribute factor which effect decision-makers to make decisions, at the same time some evaluation of the role of decision-making will be discussed; in third section, the influential cultural factor and organization nature factor to UTG will be analyzed, which includes some evaluation of the role of the UTG.

T company, founded in 1994, is a medium-sized state-owned enterprise. It consists of 15 departments, 14 subsidiaries, it is also in charge administrative affairs of two villages (table 1). There are 1121 employees in the company, including 148 managerial workers and 973 production workers. Its main businesses are real estate infrastructure development and business building development, which means that it develops useful land and commercial tenement to sell.
