Critical Incident Response Execution

Summer time in the city, the temperature has reached over 115 degrees during daylight hours. The extreme heat and a thunder storm has knocked out all the electricity for 10 square miles. The electricity cannot be reestablished for at least 24 to 72 hours. The juvenile detention center along with the county jail is without water and power. The population is about 450 adult males, 175 females, and the juvenile detention center has 250. Possible relocation might be needed until repairs are made. Currently, limited water and cold meals are on hand (“Response Execution - Assessment Activity - Week5 - AJS/564 – eCampus”, 2016).

A tanker tractor trailer was traveling north on Route 530, it unexpectedly went out of control, crosses the center divider, and strikes headlong into a school bus southbound that contained students from grammar school that has just left Interstate 95 killing the tanker driver and the bus driver. Just after the collision, the tanker veers across the southbound road and overturns on Route 537 while liquefied sulfur spills onto the highway. The school bus comes stops and settles in a ditch and the young children in the first six rows on the first bus were injured, some critically, while several other injuries are reported on the second bus along with the cars involved in the accident. The purpose of this paper is to implement a complete incident management plan to contend with all the emergencies until they are resolved, and it will ensure that all resources are contacted, deployed, and efficiently utilized for each scenario (“Response Execution - Assessment Activity - Week5 - AJS/564 – eCampus”, 2016).

Community Power Outage

Power has been knocked out for a 10-mile radius which includes the county jail, the detention center, homes, hospitals, government facilities, etc. Every organization should see if there is a backup generator. If there is make sure it is up to standards and try to run it for the time being. Each power facility needs to be informed that is in the area. Whether or not they are covering that area, the more help that can be put in place, the better the chances are to get power up and running before it hits the 48-72-hour mark. The power being off means that there is no hot water to be supplied for the inmates and the juveniles. There is no power to provide food to the convicts, juveniles, and the officers that work at these facilities (Kennedy, 2015).

The Incident Commander direct each power facility to a particular part of the grid to ensure that each part is being repaired. Emergency personnel should be placed in all areas that the power companies are located to ensure safety on the road. More emergency personnel should be located at the jail and juvenile facilities to make sure that nothing becomes out of control. Each facility that does not have a generator that is working, flashlights and lanterns need to be placed in the facilities to make sure that there is light for all (Kennedy, 2015).
