In Ana’s case, I recommend that commission should make sure Ana has access to the California Dream Act scholarship and funding in order to attend colleges. First of all, she illegally immigrated to America because of her parents when she was only two-year-old. That been said, she could not decide or realize such illegal behavior and violation by herself, and thus it should not be an issue to deny her opportunities for pursing higher education. Moreover, she has attained permanent residency in U.S. and has lived here for almost entire life, so I do think she is Eligible for the California Dream Act.

In addition, the commission do need to decide her eligibility to receive public funds based on whether her parents’ have incomes or contributions during the residency of California. However, Ana’s background of illegal immigration should not be an unfair factor in deciding her eligibility of receiving funds from the California Dream Act. It is not Ana’s fault to come America, and therefore she should be treated and helped as same as other American students.

The last but not least, it is undeniable that certain law must be enforced in any circumstances in order to make sure the standard of this society is always stabled. Nevertheless, we also need to apply fair ethical and moral values. In this case, Ana’s tragedy is a microcosm of a society issue. It is unfair for her to pay for the consequences of her parents. And because of Dream Act exists, there are more and more students, like Ana, obtained a new opportunity for their lives.
