At the outset the study explains the problem statement and the questions involved. These questions provide the basic research premise of the study. The significance and scope of the study has also been explained to stress the practical value and academic validity of the discussion made in the study. The methodology of research has also been explained emphasizing that both descriptive and analytical methods have been employed. The review of literature has outlined the major works that have been consulted so as to develop understanding of the subject under study.

The structural and functional aspects of International Monetary Fund have been discussed to understand the context. The Fund’s operational mechanism has been explained so as to provide background knowledge for the study. The general misconceptions and the issues related to IMF’s image have been discussed to remove unfounded beliefs about this international body. Instead of going into historical or structural details regarding IMF, the study primarily explains the concept of conditionality, its salient features, and objectives and how it is used as policy instrument by the Fund. This emphasis is justified because of the fact that the impact on fiscal policies has a direct linkage with conditionalities imposed under various packages for Pakistan.

The study also deals with impact of IMF programmes on fiscal performance of Pakistan. The basic issues regarding Pakistan’s economy have been briefly discussed to understand the nature of economic problems being faced during the last couple of decades. The interaction between Pakistan and the Fund has been explained with historical data right from 1958 up to late 1990s so as to develop the discussion on impact of IMF programmes on Pakistan’s economy.
